| Project Description
The commercial redevelopment of this site takes place on the site of the former Charter Oak Terrace, a 950-unit low-income housing facility owned and operated by the Hartford Housing Authority. Strong support from local economic and community planners provided a unique permitting and design opportunity for a shopping center to be located within an urban setting. Greater Hartford Flood Commission, Hartford Inland Wetlands Commission, City Council, and other local Planning and Zoning staff provided input on the pedestrian and bicycle friendly design. Other elements of the project include close coordination with the United States Department of Labor to incorporate compensatory flood volume storage on the adjacent Job Corps center, which was being designed concurrently with the 500,000 square foot shopping center. Regional transportation agencies were involved throughout the design to ensure the site circulation allows for public transportation facilities to be implemented.
Poor soils throughout the site presented engineering challenges that were overcome through careful construction planning and subsurface stabilization methods. Site grading and ongoing earthwork volume planning provided economic analysis during site design to minimize subsurface mitigation efforts.
