    Project Description
    Since 1994, our office has acted as the lead civil/site engineer on the redevelopment of this site in Stratford, Connecticut. The early stages in the project involved close work with the USEPA, the US Army Corps of Engineers, and the Connecticut Department of Environmental Protection to ensure that the remediation efforts and subsequent capping designs would be compatible with a commercial redevelopment. After two years of planning and design, the capping of the facility began under the direction of the US Army Corps of Engineers.

    In January 2000, final plans for the commercial redevelopment of the site were prepared for the construction of a Home Depot, Wal-Mart, and Shaw’s grocery store. All of the foundations, utilities, and other appurtenances would have to be installed above the cap, which had been completed in 1998. Special permitting was required for any excavation that extended more than 18-inches below grade. Weekly training sessions were conducted throughout construction to ensure construction personnel understood exactly where they were working and the steps to follow in the event of a tear in the RCRA cap. Construction of the commercial facility was completed in April 2002 without a single tear of the RCRA cap due in part to the extensive detailing and training efforts the design team utilized with the construction personnel onsite. Currently, the facility represents one of the most successful locations for each of the three stores chains.

    Redevelopment of an EPA Superfund Site which represented the final step in a $100 million clean-up process of the site of the former Raymark Industries industrial plant in Stratford Connecticut. This project represents the first large-scale commercial redevelopment of a site that was subject to the Brownfield Act.
